The TC21 Project is run by the consortium of Yorkshire and Humberside universities and funded by the Training and Develpment Agency for Schools (TDA) to promote the recruitment of students from Black and Minority Ethinc (BME) groups into Initial Teacher Training.

In England, 12.9% of pupils are from Black and Minority Ethnic backgrounds. The percentage of teachers from Black and Minority Ethnic backgrounds is 2.4%. (Source: GTC Publications 2003) The TDA is currently making a nationwide attempt to recruit more Black and Minority Ethnic people into teaching. Their target is to recruit 12% of teachers from Black and Minority Ethnic backgrounds by 2007. To provide aspirational role models To represent the pupils' population To provide insight, support and counselling To facilitate social inclusion To promote cultural diversity To help combat racism By identifying student teachers from Black and Minority Ethnic backgrounds By providing help and support to improve recruitment and retention By developing greater links with the community By recruiting Black and Minority Ethnic teachers as mentors
